Establishes a three-year pilot program to provide summer school instruction to second-grade students not reading at grade level, with the goal of achieving grade-level reading before third grade begins

Appropriates $1 million from the General Fund to the Department of Education to implement the pilot program

Requires the Commissioner of Education to select six school districts total—two each from northern, central, and southern New Jersey—representing a mix of urban, suburban, and rural areas

School districts must apply to participate by providing data on elementary school enrollment, second-grade student numbers, and summer school history from the previous three years

Commissioner must submit a final report to the Governor and Legislature evaluating the program's effectiveness and recommending whether statewide implementation is feasible
