Establishes the Safe Remote Learning Program in the New Jersey Department of Education to support remote instruction facilities for school districts, charter schools, and renaissance schools implementing virtual learning due to COVID-19.

Requires facilities to meet health and safety standards, provide necessary technology equipment including connected devices and broadband internet access, and be staffed by qualified personnel during all operating hours.

Schools may establish remote instruction facilities by repurposing existing school space or acquiring space from non-profit organizations or higher education institutions without prior department approval, provided they meet guidelines.

Gives enrollment preference to students eligible for free or reduced-price meals and children of essential workers when facility space is limited; allows students to attend nearby facilities if their own school lacks one.

Provides full state reimbursement for facility costs using federal CARES Act funds or other COVID-19 relief funding, with state appropriations covering any shortfall subject to Treasury approval.
