Creates the Center on Law, Inequality and Metropolitan Equity (CLiME) to conduct public scholarship on structural inequality, affordable housing gaps, and local government disparities, with $1 million annual funding.

Establishes the Center for Local Supply Chain Resiliency (CLSCR) to research locally sourced business contracts and build a resilient New Jersey supply chain system, with $1 million annual funding.

Creates the Re-Entry Opportunity Program for Entrepreneurship in Newark (RE-OPEN) to support justice-impacted youth and formerly incarcerated individuals through education, workforce development, and business support, with $1 million annual funding.

Establishes the New Jersey Scholarship and Transformative Education in Prisons (NJSTEP) to provide higher education courses and college credit to incarcerated students, receiving the largest allocation at $2.5 million annually.
