New Jersey Board of Public Utilities must hire an independent third party to study the feasibility and cost savings of de-privatizing public utilities in the state.

Study options include full or partial public acquisition of utilities, as well as joint ownership arrangements between public entities and existing private utilities.

Analysis must cover short- and long-term challenges, environmental effects, service impacts, ratepayer costs, potential revenue from clean energy programs, and organizational structures.

Report with findings and recommendations for legislative and executive action due to the Governor and Legislature within one year of enactment.

$100,000 appropriated from the General Fund to the Board of Public Utilities to conduct the study.
