Authorizes the New Jersey Motor Vehicle Commission to issue special license plates honoring Phi Beta Sigma Fraternity, Inc. and Zeta Phi Beta Sorority, Incorporated, with design and color scheme selected in consultation with the organizations' leadership.

Requires a $50 application fee and $10 annual renewal fee, with proceeds deposited into the "Phi Beta Sigma and Zeta Phi Beta License Plate Fund" to support the mission and programs of both organizations.

Prohibits use of state or public funds for initial program costs; requires the organizations to contribute up to $25,000 in non-public monies to offset startup expenses.

Program implementation requires a minimum of 500 completed applications before the commission will begin designing, producing, and issuing the plates.

The bill expires if the required applications and funding are not received within 12 months of enactment, and the chief administrator may discontinue the program if average plate costs exceed $50 for two consecutive fiscal years.
