Prohibits utilities from charging lump-sum payments to residential customers when actual usage exceeds forecasted yearly usage under equal payment plans.

Bans utilities from recovering outstanding balances due to differences between estimated and actual usage, and limits monthly bill increases under equal payment plans to once annually based only on customer usage data.

Prohibits utilities from underbilling residential customers or incorporating outstanding balances from estimated meter bills into future bills when actual meter readings exceed estimates.

Bars the Board of Public Utilities from approving utility requests to recover the costs of offering equal payment plans through rates charged to ratepayers.
