Lowers the baseline mammogram screening age from 40 to 35 years old, requiring health insurers to cover one baseline mammogram at age 35 and annual mammograms thereafter.

Women under 35 with family history of breast cancer or other risk factors must receive coverage for mammograms at ages and intervals deemed medically necessary by their health care provider.

Requires coverage for additional testing (ultrasound, MRI, 3D mammography) when initial mammograms show dense breast tissue, abnormalities, or when patients have elevated risk factors such as genetic testing results or prior breast cancer history.

Applies to all health insurers in New Jersey including hospital service corporations, medical service corporations, HMOs, individual and small employer health plans, and the State Health Benefits Program (SHBP).

Adds new coverage requirements for the School Employees' Health Benefits Program (SEHBP), which was not previously included in mammogram coverage mandates.
