Authorizes the New Jersey Motor Vehicle Commission to issue special "Registered Nurse" license plates displaying the caduceus symbol for vehicles owned or leased in the state.

Requires a $50 application fee in addition to standard vehicle registration fees.

Chief Administrator must annually certify the average cost per plate, subject to approval by the Joint Budget Oversight Committee.

Program may be discontinued if the average cost per plate exceeds $50 for two consecutive fiscal years.

Implementation is contingent on the Director of the Division of Budget and Accounting identifying a State funding source for initial design, production, and programming costs, with a 12-month deadline before the bill expires.
