Establishes the New Jersey Community Learning Program within the Department of Education to provide comprehensive after-school programs in communities most impacted by cannabis criminalization, including during summer recess.

Requires school districts in "impact zones" (municipalities with populations of 120,000+ or those ranking high in marijuana-related arrests, crime index, and unemployment) to collaborate with municipal governments to create and implement after-school programs aimed at closing the achievement gap.

Creates the New Jersey Community Learning Assistance Fund, funded by a portion of State cannabis sales tax revenue as determined by the Cannabis Regulatory Commission, with backup funding from the Property Tax Relief Fund if cannabis revenues are insufficient.

Mandates impact districts conduct two public hearings for community input within 60 days and submit detailed program plans to the Commissioner of Education within 120 days, including staffing qualifications, schedules, student eligibility criteria, and cost estimates.

Requires districts to provide transportation to program locations and exempts districts from implementing programs in any year State funding is not provided.
