Mandates all health insurance carriers in New Jersey cover at-home rehabilitation services for functional, physical, or mental impairments due to injury or disease

Applies to hospital service corporations, medical service corporations, health maintenance organizations, individual and group health insurance policies, and small employer health benefits plans

Requires coverage at the same level as any other medical condition under the policy or contract

Extends requirements to the State Health Benefits Program and School Employees' Health Benefits Program

Takes effect immediately upon enactment, applying to all new and renewed contracts where the carrier has reserved the right to change premiums
