Requires the New Jersey Board of Elevator Safety to grant licenses without examination to applicants licensed in other states if those states have comparable standards or a U.S. Department of Labor-registered apprenticeship program, eliminating the previous requirement for reciprocal treatment of NJ mechanics

Expands acceptable credentials for exam-free licensure to include the NAEC Certified Elevator Technician Program, the Local 3 IBEW EE division training program, and equivalent apprenticeship programs registered with NJ or federal labor departments

Creates a limited license category for individuals who completed the Local 3 IBEW EE division training program, prohibiting them from engaging in elevator, escalator, or moving walkway construction work in New Jersey

Requires all license holders, including those obtaining licenses through reciprocity or the new pathways, to complete continuing education requirements established by the board for license renewal
