Establishes a five-year two-generational school readiness and workforce development pilot program in the New Jersey Department of Education to serve low-income households with poverty rates at least twice the statewide average.

Provides coordinated services including early learning programs, adult education, child care, housing, job training, transportation, financial literacy, and health/mental health services at single locations where possible.

Caps annual state funding at $1,500,000, with additional private funding permitted, and includes a workforce liaison to coordinate employer and household needs in each community.

Creates an interagency working group for oversight comprising commissioners from seven state departments, four state legislators, up to six low-income household representatives from pilot sites, and nonprofit/academic experts.

Requires quarterly reporting from pilot site coordinators and a comprehensive report to the Governor and Legislature four years after implementation with outcomes data and recommendations for statewide expansion.
