Creates a 23-member New Jersey Out-of-School Time Advisory Commission comprising 4 ex officio state officials (Commissioners of Education, Human Services, Children and Families, and Secretary of Higher Education) plus 19 gubernatorial appointees representing education organizations, advocacy groups, and youth development experts.

Requires the commission to assess current before-school, after-school, and summer programs statewide, including reviewing funding sources, state agency policies, and existing research on best practices.

Directs the commission to examine program operations across urban, suburban, and rural districts and recommend models to improve program quality, accountability, and access.

Mandates an interim report within one year and a final report within two years of the organizational meeting, with the commission expiring 30 days after the final report submission.

Department of Education must provide staff support or, within 90 days, arrange for a public higher education institution to provide support services at no cost to the state.
