Establishes the Office of Nonprofit Ombudsperson within the Department of Treasury to advocate for and assist nonprofit organizations interacting with state agencies, operating independently from Treasury supervision.

Governor appoints the Nonprofit Ombudsperson, who must have recognized judgment, integrity, objectivity, and skills in communication and conflict resolution, serving at the Governor's pleasure.

Ombudsperson responsibilities include investigating complaints from nonprofits about state agencies, providing technical assistance for regulatory compliance, and holding public meetings with nonprofit organizations at least every six months.

Office must monitor and report annually to the Governor and Legislature on state agency compliance with the nonprofit information center portal requirements.

Appropriates $329,000 from the General Fund to establish and operate the office.
