Requires establishment of an Office of Diversity, Equity, and Inclusion (DEI) within every New Jersey state department, agency, authority, commission, and instrumentality

Each office will be led by a Chief Diversity, Equity, and Inclusion Officer appointed by the department head or Governor, who must be qualified by training and experience and serve at the appointing authority's pleasure

Offices will serve as centralized hubs for DEI expertise and data, developing tailored training programs, analyzing relevant data, and advising on operational improvements to create more diverse, equitable, and inclusive workplaces

Data collected by the offices may only be used as authorized under state and federal law to advance equity and inclusion, and is explicitly prohibited from being shared for civil immigration enforcement purposes

The bill takes effect immediately and does not create any substantive rights enforceable by third parties
