Public school buildings in New Jersey must install at least one exterior key box meeting Underwriters Laboratories Standard 1037 or equivalent by June 30, 2027, subject to available state funding.

Key boxes must be placed at locations determined collaboratively between school boards and emergency responders (law enforcement, fire, and optionally emergency medical services) and contain keys to access all buildings and rooms on school grounds.

School districts, charter schools, and renaissance school projects may apply to the Commissioner of Education for an exemption if they have implemented alternative emergency access plans that meet or exceed the key box requirements.

The State of New Jersey will bear all costs for installing new key boxes or replacing existing ones, with schools able to apply to the Commissioner for reimbursement of expenses incurred after the bill's effective date.
