Requires the Department of Human Services and Department of Treasury to share recipient information with the Department of Community Affairs, Board of Public Utilities, and other agencies administering utility assistance programs through a memorandum of understanding.

Mandates automatic enrollment of households receiving TANF, Work First New Jersey, SNAP, Supplemental Security Income, or other needs-based public assistance into utility bill payment assistance programs.

Covers enrollment into the Universal Service Fund, Winter Termination Program, Summer Termination Program, and other ongoing utility assistance programs.

Excludes automatic enrollment for one-time grants or limited-use utility assistance programs.

Takes effect on the first day of the sixth month following enactment, with agencies permitted to begin establishing memoranda of understanding and regulations in advance.
