Prohibits penalizing, discriminating against, or denying entry to ticket holders solely because their ticket was resold or resold on a specific ticket platform.

Allows issuers to sell non-transferable tickets for targeted promotions, discounted prices, or private events offered to specific groups based on status or affiliation, provided tickets are clearly marked as restricted.

Preserves issuer rights to enforce venue conduct policies, set purchase quantity limits, and revoke season tickets for policy violations, fraud concerns, or duplicate ticket fraud attempts.

Exempts venues owned by entities subject to Atlantic City's hotel occupancy fee and retail sales tax from the bill's requirements.
