Directs the Division of Consumer Affairs to establish a public information campaign educating consumers about real estate rental housing scams, including how to recognize and report them.

Requires campaign materials to be distributed through the division's website, booklets, pamphlets, and other materials, with all information available in both English and Spanish.

Mandates the division provide a toll-free telephone number for consumers to obtain information or make inquiries about prospective rentals, landlords, or real estate agents.

Takes effect on the first day of the third month after enactment, with the director permitted to take anticipatory administrative action for implementation.
