Allows eligible New Jersey voters who miss the 21-day pre-election registration deadline to register and vote by provisional ballot at their assigned polling place on election day or at any early voting site in their county during the early voting period

Requires same-day registrants to provide voter registration information, display acceptable identification (photo ID, utility bill, bank statement, government document, or other approved document including on electronic devices), and complete a provisional ballot affirmation statement

Permits voters who appear at the wrong polling place within their county on election day to have their registration processed and ballot counted for offices and questions they would have been eligible to vote on based on their actual address

Authorizes the Secretary of State to approve alternative voting methods beyond provisional ballots that ensure ballot security, with the State required to provide additional funding if needed for implementation

Extends the deadline for same-day registrants who fail to show identification to provide ID from two days after the election to 48 hours prior to final certification of election results
