Establishes the Liberty State Park Advisory Committee, a nine-member body including representatives from Friends of Liberty State Park, NY/NJ Baykeeper, Hudson River Waterfront Conservancy, Jersey City Parks Coalition, Jersey City Together, and two Governor-appointed members with relevant expertise

Prohibits the Department of Environmental Protection from conveying, leasing, or transferring property rights within the 215-acre interior natural restoration area and the 21.5-acre Caven Point Peninsula

Limits commercial activities at the park to small-scale concessions that enhance visitor experience, such as bicycle/kayak rentals, food vendors, temporary ice skating rinks, boat tours from existing slips, and use of the Central Railroad of New Jersey Terminal

Requires DEP to consult the Advisory Committee and hold two public hearings (one weekday evening, one weekend) with a 30-day comment period before entering any lease, concession, or property transfer agreement lasting one year or longer

Removes the New Jersey Sports and Exposition Authority's authority over Liberty State Park planning and transfers oversight responsibilities to the newly created Advisory Committee and DEP
