Permits 16 and 17-year-olds who are U.S. citizens and have resided in a New Jersey school district for 30 days to vote for local school board members only.

Voting eligibility for minors is strictly limited to school board elections; 16 and 17-year-olds cannot vote in any other elections under this bill.

Directs the Secretary of State to create a registration form and process for 16 and 17-year-old voters that conforms as closely as possible to existing voter registration procedures.

Requires the Secretary of State to design paper ballots for minor voters and establish identity verification methods similar to those used for other voters.

Takes effect January 1 following enactment and does not require any action by school boards or municipalities to implement.
