Mandates that micro transit services be accessible to people without smartphones, internet, or credit cards, and include wheelchair-accessible vehicles and accessible mobile applications for persons with disabilities.

Creates a three-member Micro Transit Oversight Committee within NJ Transit Corporation to review and certify that each micro transit plan meets all statutory requirements before service can begin.

Requires publicly-funded programs to report monthly data to NJ Transit on cost per ride, passengers per trip, wait times, and miles driven without passengers, with quarterly publication on NJ Transit's website.

Stipulates that micro transit programs must create additional service to transit deserts rather than replacing existing transit services, and existing employees cannot be adversely affected by new programs.
