State agencies, the Director of the Division of Purchase and Property, and the Director of the Division of Property Management and Construction must make a good faith effort to increase contracts awarded to certified minority-owned and women-owned businesses by 30 percent within five years.

Applies specifically to goods and services contracts procured without advertisement, including delegated purchasing authority contracts under $250,000.

State Treasurer must develop guidelines and directives for agencies to achieve the 30 percent goal while complying with State and federal law.

State agencies must submit written reports every 30 days to the State Treasurer detailing their implementation efforts and progress toward the goal.

State Treasurer must submit semi-annual reports to the Governor and Legislature on implementation, actions taken, and progress toward achieving the contracting goal.
