Mandates annual reviews by directors, commissioners, or chief executives of each government entity to simplify processes, reduce redundancies, eliminate waste, and increase efficiency in service delivery.

Requires implementation of online resources, automated services, and other technologies where feasible, using plain language with clear instructions and offering language selection options for users.

Establishes feedback mechanisms allowing individuals to submit suggestions about their transaction experiences, with government entities required to review feedback within 30 days and consider it for service improvements.

Applies to all Executive Branch offices, departments, agencies, commissions, boards, and local government instrumentalities including counties, municipalities, and districts.
