Creates the Office of Cybersecurity Infrastructure within (but independent of) the New Jersey Department of the Treasury, with a Director appointed by the Governor and confirmed by the Senate who reports directly to the Governor.

Assigns the Office responsibility for establishing statewide cybersecurity policies, monitoring technology infrastructure for secure interactions between organizations and residents, and developing AI integration policies for public and private institutions.

Requires the Director to work with the Chief Technology Officer, Chief Information Security Officer, and Director of the NJ Cybersecurity and Communications Integration Cell to coordinate Executive Branch cybersecurity operations and establish Service Level Agreements with all state departments and agencies.

Authorizes the Director to appoint up to six Deputy Directors responsible for cybersecurity planning, budgeting, technical architecture, and management of large-scale initiatives.

Mandates an annual report to the Governor and Legislature by January 1 each year on state cybersecurity operations, to be published on the Office's website.
