Authorizes the Commissioner of Labor and Workforce Development to enter public-private partnership agreements where private entities assume full financial and administrative responsibility for developing AI-related job training programs

Training serves dual purposes: retraining workers displaced by AI and upskilling current workers to remain competitive in evolving technology markets

Private entities operating under these partnerships are exempt from state procurement requirements and prevailing wage laws

Each partnership must establish an advisory council (membership at commissioner's discretion) that submits annual reports to the Governor and Legislature on program progress

Project proposals must include fee structures, cost per trainee, training duration, instructor qualifications, and proposed locations; training may be delivered remotely
