School districts in first-class cities with a "Mayor-Council Plan" government would have nine-member boards of education composed of three members appointed by the mayor, three appointed by a majority of the city council, and three elected by voters at annual school elections

Each board member would serve a three-year term

New board composition would be phased in over three years, with one mayoral appointee, one council appointee, and one elected member added each year following the bill's effective date

Applies specifically to school districts in cities operating under the "Optional Municipal Charter Law" (P.L.1950, c.210)
