Increases civil penalties for selling tobacco or vapor products to persons under 21 years of age from $250/$500/$1,000 to $750/$1,500/$3,000 for first, second, and third or subsequent violations respectively.

Expands the definition of "tobacco product" to include any product containing or derived from tobacco or nicotine, vapor products, and related accessories such as filters, rolling papers, blunt wraps, hookahs, and pipes.

Requires 5% of recovered penalties to be transferred to the Department of Health to fund educational programs about the dangers of vapor products and consequences of illegal sales or use.

Directs the Office of Tobacco Control and Prevention to establish a compliance reporting process for retail dealers and an anonymous tip mechanism for the public to report violations.

Changes the recipient of penalty payments from municipal treasuries to the enforcement entity responsible for the municipality where violations occur.
