Creates a new State Board of Midwifery with 13 members to replace oversight by the State Board of Medical Examiners, including 7 midwives, 4 physicians, 1 public member, and 1 Executive Branch member

Establishes licensure for three categories of midwives: Certified Midwives (CM), Certified Nurse Midwives (CNM), and Certified Professional Midwives (CPM), with biennial license renewals

Authorizes Certified Midwives and Certified Nurse Midwives to prescribe, order, dispense, and administer drugs including controlled substances after completing 30 contact hours in pharmacology

Requires Certified Professional Midwives to operate under written guidelines established with a CM, CNM, or physician specializing in obstetrics, except when working at licensed birthing centers or hospitals

Mandates continuing education for license renewal, including at least one credit on explicit and implicit bias training, and requires all licensed midwives to maintain professional liability insurance
