Establishes the New Jersey Board of Paramedicine as a 15-member body consisting of 5 mobile intensive care paramedics, 3 emergency medical technicians, 3 physicians (emergency medicine, trauma surgery, and pediatric emergency medicine), 1 emergency nurses representative, and 3 public members appointed by the Governor.

Grants the board authority to license and regulate mobile intensive care paramedics, emergency medical technicians, mobile intensive care nurses, flight paramedics, and flight nurses, including setting scope of practice standards, continuing education requirements, and license renewal every two years.

Requires criminal history background checks for all licensure applicants and existing licensees, with disqualification for convictions related to crimes against persons, families, children, theft, or controlled dangerous substances.

Creates an Alternative to Discipline Program for licensees suffering from chemical dependency or other impairments, allowing confidential treatment and recovery oversight through a designated intervention program.

Establishes a Board of Paramedicine Fund to support board operations, provider training, paramedicine research, and defraying licensure application costs including background checks.
