Creates a 13-member "Disability Mortality and Abuse Prevention Advisory Committee" within the New Jersey Department of Human Services to review cases involving adults with intellectual and developmental disabilities who experienced abuse, neglect, exploitation, or death.

Committee membership includes a physician specializing in developmental disabilities, representatives from state agencies (Adult Protective Services, Bureau of Guardianship Services, Division of Developmental Disabilities), an individual with a disability, two family members of individuals with disabilities, and a Disability Rights New Jersey representative.

Requires the committee to evaluate government system responses, identify improvement areas for preventing abuse, and recommend measures to strengthen reporting and investigatory processes within two years of the act's effective date.

Commissioner of Human Services must submit a report to the Governor and Legislature within 27 months summarizing findings, detailing current procedural strengths, and comparing New Jersey's services with other states.

Appropriates funds from the General Fund for implementation; the act takes effect 90 days after enactment and expires upon submission of the required report.
