Water utilities using smart meters must notify residential customers by the last day of each month of their water usage in both dollars and gallons, with data current to within two days of notification.

Customers may choose to receive notifications via mail, email, or text message, with text messages requiring prior express consent from the customer.

Utilities must offer customers the option to set a threshold dollar amount that triggers an alert when reached, and to receive billing cycle comparisons showing average daily usage versus prior periods.

Each bill must include the previous billing cycle's charges, current charges, the difference between them, and any tariffs, fees, or taxes assessed.

The requirements apply to public water utilities, local authorities, and municipal utilities, and take effect 90 days after enactment.
