Directs the New Jersey Department of Health to establish a "Food Banks for Pets Pilot Program" providing cat and dog food to pet owners facing financial hardship, operating for at least one year with possible extension

Appropriates $1 million from the General Fund to the "Food Bank for Pets Fund" for grants to participating nonprofit organizations and program expenses

Authorizes DOH to select and delegate implementation to nonprofit organizations and volunteer groups, including collecting donations, establishing food banks statewide, and setting eligibility criteria for pet owners

Provides liability immunity for good-faith donors of pet food and organizations distributing donated food, regardless of compliance with quality or labeling regulations

Requires DOH to submit a report to the Governor and Legislature within one year of implementation with a recommendation on making the program permanent or disbanding it
