Establishes a two-year "Guaranteed Income Pilot Program" in the Department of Labor and Workforce Development to study the effects of unconditional cash disbursements on spending habits and local economic conditions.

Provides $500 per month for 18 months to 500 randomly selected residents in each of seven cities: Paterson, Passaic City, Jersey City, Plainfield, Newark, Trenton, and Camden (3,500 total participants).

Limits eligibility to households with annual income of $80,000 or less, with only one participant allowed per household and no other qualifying criteria required.

Requires the Department of the Treasury, in consultation with DOLWD, to collect voluntary survey data from participants and submit a report with findings and recommendations within 10 months after the pilot concludes.
