Requires operators to perform thorough pre-use inspections of anchor points, ropes, stakes, and ballasts, with minimum 40-inch stakes required for slides 15 feet or higher.

Operators must evacuate riders and deflate rides during hazardous weather conditions including thunderstorms, gusting winds, or rain, and cannot operate when wind exceeds manufacturer's maximum safe speed.

Takes effect seven months after enactment; Commissioner of Community Affairs will adopt implementing rules including inspection and testing requirements.
