Creates a five-year pilot program in the City of Paterson, New Jersey allowing certain expunged criminal records to remain non-disclosed for applicants seeking employment in the municipal court system, law enforcement, or corrections agencies.

Limits the existing requirement to disclose expunged records to only convictions for indictable offenses (crimes of fourth degree or higher); arrests or charges not resulting in conviction, and convictions for disorderly persons offenses, petty disorderly persons offenses, or municipal ordinance violations would no longer need to be disclosed.

Excludes court directors, court administrators, and deputy court administrators from the pilot program, requiring these positions to continue full disclosure of all expunged records.

Requires the City of Paterson to submit a report to the Governor and Legislature at the end of the five-year period with recommendations on whether to continue, modify, expand, or terminate the program.

Takes effect 90 days following enactment.
