Shifts financial responsibility for educating homeless students from the district where the family lived before becoming homeless to the district where the student attends school, starting in the second school year after displacement.

During the first school year of homelessness, the original district of residence remains responsible for determining educational placement and paying tuition and transportation costs.

Amends the definition of "district of residence" for homeless children so that in subsequent school years it becomes the school district where the child is enrolled.

Requires the original district to consult with parents/guardians on placement options: continuing at the previous school, enrolling in the original district, or enrolling where the family is temporarily living.

State assumes fiscal responsibility when a child has resided in a domestic violence shelter, homeless shelter, or transitional living facility outside the original district for more than one year.
