Creates a new "Disabled Veteran" license plate in New Jersey displaying the words "Disabled Veteran" and a wheelchair symbol for veterans with service-connected disabilities that limit their ability to walk.

Allows holders of the qualified disabled veteran license plate to park in spaces reserved for persons with disabilities without needing a separate disability identification card or placard.

Requires applicants to provide medical certification of walking impairment from a licensed physician, physician assistant, or nurse practitioner, along with VA documentation of service-connected disability.

Sets a $15 fee for the license plates, which are non-transferable and for exclusive use by the veteran to whom they are issued.

Authorizes revocation of all parking benefits and forfeiture of the license plate for knowing misuse or abuse of the parking privileges.
