Establishes a 15-member New Jersey Student Learning Standards Advisory Council appointed by the Commissioner of Education, consisting of K-12 educators, higher education professors, business representatives, and a parent representative serving five-year terms limited to two terms.

Requires the council to create subcommittees for each subject area of the Student Learning Standards, with members including K-12 teachers, college professors, business representatives, parents, and current or recent high school students.

Directs subcommittees to review existing standards by examining research, comparing standards from other states and countries, collecting public feedback through online surveys, and producing reports on strengths and weaknesses.

Mandates a minimum 60-day public comment period and at least one public hearing before finalizing any revised standards, with school districts required to notify parents of the revision process.

Allows the Commissioner of Education to submit different standards than those recommended by the council to the State Board of Education, but must provide written justification for any changes made publicly available.
