Extends a pilot program for three additional years allowing barbers from other states or foreign countries to receive provisional permits to practice in New Jersey while awaiting full licensure.

Expands eligibility to include barbers from jurisdictions that do not issue barbering licenses, not just those who hold licenses from other states or countries.

Provisional permits issued under the pilot program are valid for 120 days and may be extended if the license application remains pending.

Permit holders must work under direct supervision of a New Jersey-licensed barber and demonstrate good faith efforts to obtain state licensure.

Limits the pilot program to four designated cities: Elizabeth, Passaic, Paterson, and Perth Amboy.
