New Jersey Department of Banking and Insurance (DOBI) must monitor insurance carriers and submit annual reports analyzing mental health parity data, including prior authorization denials, non-quantitative treatment limitations, and frequency of residential behavioral treatment

Reports must track enforcement actions taken by state or federal authorities to ensure compliance with mental health parity laws, as well as violations by individual and group insurance contracts

DOBI must maintain a publicly available consumer complaint log for mental health and substance use disorder coverage issues, with carrier names redacted for privacy

Annual reports are due to the Governor and Legislature within one year of enactment and each year thereafter, and must be posted on the department's website for public access

The bill takes effect on the first day of the fourth month following enactment and supplements existing federal mental health parity requirements under the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008
