Establishes a four-year "New Jersey STEM Scholars Grant Pilot Program" administered by the Commissioner of Education to help school districts enhance and expand STEM education programs.

Grants will be awarded competitively to school districts in three concentration areas: project-based learning, afterschool STEM (science fairs, clubs, labs, workshops), and out-of-school STEM experiences.

School district applications must describe how funds will create or supplement STEM programs, outline student recruitment plans, explain teacher/mentor support, and include evaluation methods for program impact.

Creates the "STEM Scholars Grant Fund" within the Department of Education, funded through legislative appropriations, corporate/private donations, and available federal funds.

Grant funds must supplement rather than replace existing district STEM funding, and no state funds may be used without a specific appropriation in the annual budget.
