School districts, charter schools, and renaissance schools may apply for grants to support co-curricular activities such as model United Nations, debate competitions, theatrical performances, and musical performances

Co-curricular activities are defined as voluntary programs conducted outside regular school hours that supplement students' academic experience

The Commissioner of Education determines grant amounts and may give preference to applicants that experienced the largest revenue reductions due to COVID-19

The Commissioner must adopt implementing regulations within 90 days of the act's effective date, with emergency rules valid for up to 12 months
