Establishes a regulatory framework for licensed psilocybin service centers in New Jersey where adults 21 and older with qualifying medical conditions can receive supervised psilocybin treatment for behavioral health conditions including depression, anxiety, substance use disorders, and end-of-life distress.

Creates the Psilocybin Behavioral Health Access and Services Advisory Board, a 15-member body in the Department of Health responsible for developing requirements for psilocybin services, safety screening tools, and provider licensing during an 18-month program development period.

Requires a three-part treatment process: a mandatory preparation session with a licensed facilitator, a supervised administration session at a licensed service center, and a mandatory integration therapy session with a behavioral health care provider.

Establishes licensing categories for psilocybin product manufacturers, service center operators, testing laboratories, and service facilitators, with the Department of Health overseeing the regulatory program.

Patients must obtain a written certificate from their health care practitioner confirming they have a qualifying medical condition before accessing psilocybin services.
