New Jersey Motor Vehicle Commission must create blue envelopes for drivers diagnosed with autism spectrum disorder to hold their license, registration, and insurance card during traffic stops

Envelopes must display written information identifying the holder as a person with autism and include guidance to help law enforcement officers communicate effectively with autistic individuals

MVC Chief Administrator must design the envelopes in consultation with the Commissioner of Human Services, Superintendent of State Police, and at least one autism advocacy organization

Documentation requirements for obtaining a blue envelope will be established by MVC, and may be submitted by the individual or their parent, guardian, or caregiver

Takes effect 12 months after enactment, modeled after a 2020 Connecticut law
