Establishes a Landscape Professional License Review Committee under the New Jersey State Board of Architects, consisting of 10 members including six licensed landscape professionals, one public member with voting rights, and three non-voting representatives from educational institutions and the nursery industry.

Creates two license categories: "landscape management professional" (turf management, mowing, aeration, ground-based pruning, pest identification) and "landscape installation professional" (installation and maintenance of plantings and hardscape features).

Requires licensure applicants to be at least 18 years old, possess a high school diploma, provide a professional reference letter, pass an examination, and meet education/experience requirements such as a four-year degree in a related field or five years of continuous employment in arboriculture.

Mandates biennial registration for professional landscaping businesses, requiring proof of general liability insurance, workers' compensation coverage, and at least one licensed landscape professional per location (plus one additional for every 10 employees at branch offices).

Authorizes the committee to suspend or revoke licenses and registrations for violations including fraud, gross negligence, failure to maintain insurance, or criminal convictions, with hearings provided under the Administrative Procedure Act.
