New Jersey Motor Vehicle Commission (MVC) must provide electronic access to address searches, record searches, and other maintained data to attorneys, medical providers, and similar professional service providers within six months of enactment

MVC must establish and maintain an electronic payment system for professionals to pay fees for accessing this information

All electronic access must comply with the federal Driver's Privacy Protection Act of 1994 and state privacy provisions under P.L.1997, c.188

If MVC fails to implement electronic access and payment systems within the six-month deadline, the Chief Administrator must appear before the Senate or Assembly Transportation Committee to explain the delay and describe implementation efforts
