Low-speed electric bicycles and scooters must be registered with the New Jersey Motor Vehicle Commission (MVC), with an initial registration fee of $8 and annual renewals required every 11 months.

Owners of registered low-speed electric bicycles and scooters must maintain liability insurance, personal injury protection coverage for pedestrians, and uninsured motorist coverage.

Low-speed electric bicycles are defined as two or three-wheeled vehicles with fully operable pedals and electric motors under 750 watts, with Class 1 limited to pedal-assist up to 20 mph and Class 2 capable of motor-only propulsion up to 20 mph.

Low-speed electric scooters are defined as stand-on scooters with handlebars and electric motors with maximum speeds under 19 mph.

The legislation takes effect 180 days after enactment and removes the prior exemption that operators were not required to register these vehicles or furnish proof of insurance.
