Extends the filing deadline for 9/11 World Trade Center rescue, recovery, or cleanup operation participants to claim accidental disability retirement benefits to two years after this bill's effective date, with the board of trustees authorized to approve additional two-year extensions thereafter.

Applies to members and retirees of the Police and Firemen's Retirement System (PFRS), State Police Retirement System (SPRS), and certain Public Employees' Retirement System (PERS) participants who worked at the WTC site between September 11, 2001 and October 11, 2001.

Allows members to prove eligibility by presenting medical examination records from a reasonable period before or after entry into public service, as an alternative to the current requirement of passing a physical examination at entry that showed no pre-existing qualifying condition.

Requires the board of trustees of each retirement system to notify all members and retirees of this bill's enactment within 30 days.

Qualifying conditions include respiratory diseases, gastroesophageal conditions, psychological disorders (PTSD, anxiety, depression), skin diseases, cancer, COPD, asbestos-related disease, and heavy metal poisoning resulting from WTC exposure.
